Paranoid Landlady

I rent a flat. My girlfriend lives with me. The landlady knew that my girlfriend would live with me when we signed the contract. In accordance with the law every person must file his/her (temporary or permanent) residence to the local authorities or face a penalty between 10000 and 50000 SIT ($49 and $244 respectively). I obtained the necessary forms, filled them out, and gave them to the landlady for I need her signature which attests her consent that I and my girlfriend can live in the flat. For some reason she refuses to sign the form for my girlfriend. She doesn't want to say why. But she doesn't object to my girlfriend living with me. And consider this: she even proposed to give me in writing her signed statement that she'd pay any penalties arising out of the fact that she wouldn't sign that damn form. Now go figure. I'm so moving out, just that I must find a new flat first.
I can't be bothered by paranoid people who prefer to make me vulnerable or make me suffer or any other damage, than to say what's on their mind, what bothers them, so we could continue with the debate and come to some agreement. There is no way I will ever take a groundless excuse or no excuse for an answer and I will not tolerate people that are not prepared to talk things over but instead prefer making big fuss, not telling me any reasons, and just expect something from me which I have no way of knowing WHAT! Fuck such people. I don't need them. I'll find another landlord or landlady. It's not as if there's shortage of them.
